i've heard it was about to be turned off a long time ago, has it been turned off?

The multiplayer mode is still on, but only on PC (either through Steam or the ♥♥♥♥♥♥ Rockstar launcher directly), based on peer-to-peer connections, with one player hosting the match for the rest of the people in the lobby, basically.
