Can someone help me with modding?
I want to learn how to mod Max Payne 3 and I want step by step clear tutorial on how to do it.

The game doesn't have a strong modding community, if any. Barely anyone will be able to help you. Keep trying though

You'll need OpenIV for starters.

Doubt there's a tutorial for MP3 specifically, but most of the structure / file formats appears to be pretty much the same as GTA IV which without any doubt will have tons of guides.

I've only looked into it briefly, but for example textures are .wtd files and OpenIV can export those as .dds, .png etc. Probably convert back to .wtd as well.
