these are indeed memory faults also asking to run this port at anything over 60 fps is idiotic, as the cap was 60 and anything higher is lost.
all that aside, win 10 + this games terrible coding causes the saves to corrupt, this has nothing to do with solving all the "problems" as you have listed.
gfx settings have zero zero to do with anything in this case.
I ty for your post but I have removed and ignored the game forever due to this.

your link/guide doesnt apply to the save corruption that exists due to failed permissions and win 10 + terrible port coding.

DX9 works best and if you have problems while playing, the first reaction is always: go to DX9!
With DX9 : 130 - 180 FPS! (2560x1440 DSR, VSync off, FXAA on or off, I prefer off)
With DX11 : 54 - 69 FPS! (1920x1080, VSync off, FXAA off, all other DX11 Features max)
VSync off for FPS measurement only.
There is no 60 Hz lock, not in the PC version, but I mostly play with Adaptive VSync because of less tearing and the fact that low latency = "Ultra" works better with VSync = "on".
For the best game result you need both the command line parameters and the graphics card game profile.
See chapters A and B in the Guide.
....if you have problems while playing, the first reaction is always: go to DX9 with my commandline parameters and the graphics card game profile from the Guide.
....then you have a maximum bug-free and perfect basis for more testing.

and again forcing the vsync ON in inspector but off in game, which do you think the game listens too? the game settings or inspector ? LOL

I've been negotiating with rockstar for a long time, but under no circumstances will they hire any programmer to improve even the tiniest little thing.
I've only found that the Dx9 runs worlds better than all other Dx versions and if the Dx9 works with 130-180 FPS, then it is also smoother with "locked" 60 FPS over Adaptive VSync at 60Hz Displayrefresh.
When using NVIDIA Low Lag (AMD Anti Lag) at the same time with Adaptive VSync, there is almost no input lag.
yea as per rockstar, back in the old day, around vice city era, you could call them up and chat literally talking to them.
Sad really where they have gone from there. as they had heart and its loong lost.
Same with valve when I first started here, you could CALL valve and talk to real people
even got the ceo once. It was great,. just sucks when companies get so big they tend to lose their souls.
At Valve you still have the best range of functions and as far as possible freedom of expression, if this is not restricted by other players, in the forum where you can make suggestions to Valve you never get feedback whether Steam likes the idea or not, but there is always that like idiots who sabotage every idea and find everything bad, only out of a negative greed for validity......
