I'm having a similar issue here, game runs entirely locked at 30fps, 1080p and everything at max settings, framerate never goes down, not even in demanding scenes, but it never goes above 30fps either. Nothing I do seems to work to unlock it.

Hey guys, make sure that in your resolution settings you selected your highest available refresh rate and make sure vsync is turned off. You guys probably already have done that but I can't think of another solution right now

Thanks for the suggestions.

The problem wound up being Anti Aliasing of all things, gotta chalk it up to bad coding cause 8x on a 2012 game should be a non issue for a 2080.

Turning MXAA down to 4x from 8x got me the additional 30fps I was seeking for a now steady 60fps.

Hope this helps anyone else who was having FPS issues.

MSAA is heavy, especially in RAGE engine. No wonder.
