Rodrigo and Victor
Did Marcello know that Rodrigo was going to be assassinated, his wife kidnapped, and his office burned?

Did Raul?

Victor planned Rodrigo's death (and maybe Fabianna's death) from the very start, right?

Marcello and Raul where in the dark about a mjaority of Victor's plan.

Raul was only hired by Victor to go get Max from NJ and bring him to work for Rodrigo, and that's as far as he was used.

Marcello was only used in the Panama Job, when Victor sent him to deliver of some money(laundering) to a certain banker in Panama. He then tipped off the AUP(Pirates) about the massive fortune that the yacht was carrying, and the scenario became a win-win for him. Either Marcello dies, and that's one less in the competition for the Bronco Fortune, or Marcello successfully laundered the money, and Victor's secret fortune begins to grow.

As for Victor, he and Marcello have been pleading with Rodrigo to not be so frugal with their family's massive fortune, but Rodrigo always refused to listen, so, no, Victor didn't plan to kill Rodrigo initially, but Rorigio's constant refusal to freely share the fortune (Victor was running for mayor, and he needed campaign funds) eventually caused Victor to snap.

While Victor kept up the guise of pleading alongside Marcello, he provided the Commando Sombra Gang the blueprints for the Night Club to push them into kidnapping Fabiana.

With Fabianna's kidnapping and the constant hostilities toward the Bronco family, he found the time was right to assassinate Rodrigo, since he would also inherit control of the money, gain the sympathy vote in the election, and everyone would think it was the Commando Sombra that killed Rodrigo. The office was then bombed to erase any hard evidence of what really happened (The Cracha Preto attacked the Bronco Building.)

Victor could then send the UFE out to the Favela to "clean" it up. They would arrest people (innocent or not) and sell a portion of them to the Cracha Preto(which Victor secretly owned), who would then harvest their organs and sell them on the Blackmarket, and the profits would go to Victor's own fortune, all while making him look like a hero putting a stop to gang violence.

While the Cracha Preto and UFE were there, they ran into Marcello and Giovanna, who were there to pay the ransom to get Fabiana back safely(which may have been Victor's idea), taking this opportunity, Victor instructed the UFE and Cracha Preto to kill Marcello in Giovanna in the Commando Sombra's "unique" execution (burned alive in a tower of tires), so none of the blame could be traced back to him.

Everything that couldn't be erased was pinned on Max, the crazy, angry American, which is why Victor sent Raul to hire him in the first place.

Unfortunately for Victor, Max saved Giovanna, evaded the Cracha Prejo, discovered the truth, and exposed his opperations.

Ahhh, that was going to be my next question -- their appearance in the favella seemed to be non-sequitar (rich people don't normally go into ♥♥♥♥♥♥ neighborhoods to broker a hostage release.)
