The Max Payne 3 Script Hook has finally been released by "Unknown Modder" and we worked hard together on making the first ever script mod, a native trainer/mod menu called the "Payne Trainer" and are happy to announce that it's ready for release/download. Credits to vrockwave and Alexander Blade for support, decompiled scripts, and natives.

You've never used Discord have you? It's basically a site, and once you join the download is literally in the mod section, takes 1 minute to setup an account and join if you don't have one, the amount it took for you to complain. We do this because we don't have money to host a site and its easy to post updates and bug fixes and help people out if they need it. A lot of people needed help to get it working, this is also to prevent people from saying "doesnt work guyzzz pls help !!!". So calm down and atleast be ♥♥♥♥♥♥♥ thankful we took our time to do this and stop being an ungreatful prick.

Plenty of free places to host. You probably just don't know ♥♥♥♥ about web design, so discord is the lazy solution. I use it. I don't consider it much of an improvement over IRC, and the ♥♥♥♥♥♥♥♥ who made it still haven't added an email option to 2 step authentication.

Now if you can make the game skip every ♥♥♥♥♥♥♥ cutscene, I'll be impressed. People have tried it on SSD and it still won't skip everything, thus proving it's not a load issue so much as a ♥♥♥♥♥♥ programming issue.

I've added an option to the trainer that lets you skip most cutscenes (World & Game Options -> Force Skip Cutscene). But I'm working on another script that lets you skip them all automatically.

I finished the skip cutscenes script, works with every cutscene and you're right it isn't a load issue, the developers implemented that so you would feel like its a movie or story or whatever lol, but it should be in the mod releases section of the Discord if you joined.
