I'm on Win 7 x64
i5-650(Overclocked around 4.00gHz)
4gb of DDR3 RAM
2x AMD 6850 HD (Crossfire disabled)
I'm using the onboard sound on my EVGA P55 LE.
Playing around with Graphics Settings doesn't fix.
Vsync On/Off doesn't fix it.
Limiting the frames to 60 with 3rd party software and disabling Vsync doesn't fix it.
The last thing i tried was setting the compatibly mode to Windows XP Servicepack 3, didn't do anything either.
I'm thinking about doing some video stuff with this game, really don't want obvious bugs showing.
After a week of frustrating troubleshooting, it turned out the problem was caused by the prorgrams "Asus Smart Doctor" and "Asus GamerOSD" that I'd installed with my grapics card.
After I'd completly removed these programs via Control Panel (as opposed to just disabling them), all my problems disappeared and this game runs smoothly with a consitently high framerate in all situations.
I don't know what it is about Asus Smart Doctor and Asus GamerOSD, but those programs seriously hamper the performance of older games (Sid Meier's Pirates was also reduced to single digit fps), perhaps they interefere with DirectX 9 or something, but removing them has done the trick for me.
