Unable to dive for treasure

I don't seem to be able to get into the water and swim. I have searched online and through the game and I just can't seem to figure out how to get in the water to dive down for the treasures that are in those bubble circles. Am I missing something?

You need a fishing rod. You fish for the treasure. You can get one from the old fisherman at Fisher Creek. Fisher Creek is located in the Northeast corner of Greatwood forest, right at the start of the game. If you've played for a while and still haven't just come across it, you should probably do some more exploring. There's tons of stuff in the game to see outside of guild quests.

It was the same in the Xbox version. You must be thinking of Fable 2.
