The only reason I assume this happened is because of poor design decisions making it a total mess. Fable TLC is a mess of a game because of how Lionhead ported it to pc. Fable TLC on Xbox was a port of the original Fable on Xbox. Fable TLC Xbox was then ported to the PC. I assume this is where the main problem is, this is most likely littered with code that is both useless or breaks the game for modern PCs.
Unfortunately, they never fixed the game and they never will because Lionhead is now dead.
There was even this really odd time I remember where the game was working (for whoever could get it working) then it just stopped working for the entire community, thanks to a small patch which did nothing but break the game. After about a week it started working.
