Will we ever be able to use steam workshop to create mods on microsoft flight? if so then when?

The only way they make money on this game is by selling DLC. With this sales model, there is a 0% chance of mods being accepted regardless of what the developer said in his reply. It's just a canned response from Microsoft. However, if they ever charge for the game I could see user mods happening.

They should after a point... I own all the planes and now its getting boring since they closed down development. Microsoft you cashed out of this game, let us at least have a chance at its huge potential.
