I would agree the second one is an improvement but still, neither feel as awesome as the original classic games.
...while ep1 had awful physics, similar game mechanics and level design, meh music, ok graphics, and very nice special stages. Therefore I consider Ep1 a tad bit better.
Play "Sonic 3 & Knuckles" and then this. You'll see for yourself.
