How do you get second tier units?
This has entirely escaped me. I'm playing Humans in the base game and I want to get Veterans. The wiki says I need a Warrior's Guild and Training Grounds, which I have (in the same city), but I have no idea how the upgrade process actually works; I don't see "upgrade to Veteran" as an option in actions or perks for the unit, I can't make them from the city, and I've tried leaving them on top of the Warrior's guild but it doesn't seem to be doing anything.

Smithy, then barracks, then Training grounds. Once you have training grounds you can upgrade most non magical units.
Also another thing I learned from playing, once you have a training grounds in one city, you can upgrade units from other races too without having to build their training grounds (ie. Goblin Spearmen into Seasoned Goblin Spearmen). But while advanced units are strong for awhile, they become severely outclassed by temple units, and elite units (ie. Black Minotaurs, Elven Sharpshooters, which you can acquire after building a special building in a lvl 10 city that already has a minotaur cave or elven bungalow).

Also, the magical units follow a similar path. For humans, you build Mana trap into Library into Wizards Guild into University into Military Academy. Once you have a military academy you can upgrade all your magical units.

Also try specializing your cities. I usually rush a training grounds in my capital once I have to income to do so, and have a separate city specialize in magic units.

Thanks for the explanation and link. I could've sworn I'd built a training grounds and it was showing up as checked in the construction menu but sure enough when I looked again there wasn't actually one there and once I built it they started showing up.
when a given city have building like a smithy etc; further units built by that city that are applicable for the upgrades will automatically get them for free. To add the upgrades to existing units there is a little yellow up arrow near the unit's picture when the unit is slected. Click that then whichever upgrade you want. You can promote warriors to veterans by clicking on the yellow star to the left of the unit picture. Note the star and the arrow only appear when the upgrades are avilable.
