In your Steam Library left click on aapg to mark it and you will see the steam "workshop" in the center on the screen. Enter the workshop and you can browse lots of player created maps, there is also a search bar were you can type "radiotower" for instance. do download a map hit (subscribe) and the map will start to download.
You can test the map in single player when you are in the game menu go to training and then were it shows all the different trainings u can do like junta or whaever they are called there is one with custom maps there you can enter them in single player to try them out.
To play them in multiplayer you have to join a server that actually playes that map, I know that the "beerme server" has alot of custom maps but i dont know if it has radiotower. so in the server list search fo beerme and join it, a pop up windo might say you need to download maps before joining just click ok and then play...If you already know a sertain server playing radiotower then just join it after you have downloaded/subscribed to the map
cheers
