The Solution for the "No Dialogue Voice" Issue

I've had this issue where in the cinematics during the campaign I could hear the music and SFX, but not the actor voices. I've looked around in this forum and found some other users complaining about this, but no one has posted a solution yet.

In my case, I solved this issue by turning off the "Matrix" feature in my speakers.
This feature is supposed to simulate a surround sound from a digital sound signal that has only 2 channels. Since the sound in Black Ops II is a surround sound signal anyway, the Matrix feature didn't play nicely with it and actually muted the speech sound.
So try seeing if you have such a feature turned on, and if not, try even changing your sound output configuration in Windows to Stereo, instead of 5.1
