I found some videos on youtube that users change the timezone and date on win 7 and the game starts, but for me didnt work.

Any update or fix out there?

I got this fixed. I was getting the error only in Multiplayer. Here is what I did: in the Steam Library I right clicked on Call of Duty:Black Ops II - Multiplayer and chose Properties. Go to the Local Files tab and select the "verify integrity of the game cache...." this ran for about 10 minutes and I saw it check both the standard game files and the Mulitplayer game files (not the Zombies files). after it ran the check it came back and said it needed to update the (files or cache not sure which on). after it completed the game launched and ran.

I did the same solution first for the multiplayer and then the same with the zombie and it worked :)
doesn't work for me when loading zombies.
Thanks man it worked, I didn't read your post correctly.

I first verified Multiplayer, Then I verified Zombies which automatically did the main game too. Zombied loads fine now. I guess the trick is to do multiplayer first.

Always VERIFY the game files. Right mouse on the game, choose "Properties", then select the "LOCAL FILES" Tab. Hit the button "VERIFY THE INTEGRITY OF GAME CACHE...". It has always solved my problems. The only time this did not work was when I had to set up my Steam Icon (The Icon I use to Load Steam) was to make sure it ran as "Administrator". To do that I hit the right mouse button on the steam Icon. I then chose "Properties" from the menu. A new window popped up and from that I chose the "Compatibility" Tab. On this page is a tick box for "Run this program as an administrator". I checked it. I then hit OK. When I do this for all games that give me problems, it always seams to fix those problems. One other thing that is not related to this topic. I love the new steam update. You can now decide where the games get installed. I was running out of space on my Steam drive, but now I can choose where they get installed. Been a long time coming, but now it is here. Well done Valve, Well done Steam !

All I did was Verify Integrity. For anyone that does not know how to do this: (Go to your Steam Library > Right click on the game that is giving you problems > Click "Properties" > Click "Local Files" > Click "Verify Integrity of Game Files" > Wait for it to finish > You should be all set to launch, and play, hopefully!)

SOLUTION March 2020, i tried everything from deleting cache to adding custom files. my solution was closing any game overlay softwares like fps counters, game started for me after that (you can close these types of software by pressing the ^ button in the down right corner of your screen, right click the program and close)
