No, it has not. Basically the only console-exclusive feature. Every other exclusive feature is PC-exclusive (like dedicated servers).

And to be honest, it is a real rare exception for ANY game to have splitscreen on PC nowerdays. I can only name three games that do that:
Serious Sam 3
Left 4 Dead
(and after going REALLY back in time) Settlers 2: Veni Vedi Vici

there is also rocket league and black ops 3
