and I found another way to fix this if you don't want to go "offline" on steam. Open up your firewall and block both incoming and outgoing for Black Ops 2. Just make a new rule for each outgoing and incoming and block the connection for the program's exe.
After this I click into Inbound Rules (on the left above Outbound Rules), and I searched for Call of Duty Black Ops 2, delete the rules that it may already have setup, and click on New Rule on the right side.
Click on Program (Rule that controls connections to a program), and go through Steamapps/common/call of duty black ops 2, and select the black ops 2 exe:
%ProgramFiles% (x86)\Steam\SteamApps\common\Call of Duty Black Ops II\t6sp.exe
Then do the same thing for the Outbound Rules, and you'll end up blocking any connection into and out of the game which will disable the leaderboard that crashes the game. This also shouldn't effect any multiplayer either since multiplayer is through a different exe I believe.
Oh my god, thank you for this solution. This has worked to fix the issue - the game communicating with the leaderboard service if you have over a certain number of steam friends seems to cause the crash after any campaign mission (for some reason for me it didn't start happening until a few mission in).
