ROW (Rest of World) basically means that version of BO2 doesn't have limited options for languages or any kind of in-game censorship. it's certainly an edition you'll have no issues with said features.
season pass is the combination of all map packs in a single package. it includes all 4 map packs in addition to individual Nuketown Zombies DLC.

BO2 Digital Deluxe Edition includes;
- base game
- a free copy of CoD: World at War
- "Nuketown Zombies" bonus map
- 1 exclusive weapon camouflage and 2 exclusive player cards
- official soundtrack
Digital Deluxe Edition does NOT include Die Rise, Mob of the Dead, Buried, Origins or any other DLC maps in multiplayer. if you wish to own those content, then you'll need to get season pass separately (in addition to buying Digital Deluxe Edition).
if you already have WaW on steam, then getting BO2 Digital Deluxe will grant you an extra copy of WaW in your steam inventory. that copy would be either tradable or giftable, so it would be up tou what to do with it.
