I'll add an accessoir that also give weapon skills the elemental tags(Fire, Earth, Lightning, Ice) if they have a weapon enchantment.

The elemental blade skill itself IS an elemental spell. but if you enchant your sword with fire, as an example, your physical sword skills will do additional fire damage, but they are not fire attacks, and so do not benefit from fire potency.
There is a legendary accessory that changes this, making the sword skills gain the elemental tag when enchanted. With it equipped, the sword skill will ALSO be powered up by potency/can cause elemental effects.
Enchant weapon adds 40% of MAB to your weapon damage as [element]
That 40% SHOULD benefit from potency as is, without the accessory.
You then use Power Slash, which deals 90%-130% PAB as physical damage.
Without the accessory, you deal [40% MAB * Potency] as elemental damage + 90%-130% PAB as physical damage.
With the accessory, if I'm understanding it correctly, you deal:
[40% MAB * Potency] + [90%-130% PAB * Potency] all as elemental damage, and can cause status effects.
So potency will also add to the main attack and cause status effects.
