Best way to play this on PC is with dgVooDoo.
dgVooDoo is a program that converts old games that run with old APIs like DDraw or DX9 to DX11/12. Also allows you to forcely increase resolution and add anti-aliasing. In the case of this game, I forced a resolution of 4K, which increased the internal resolution of the game to 1080p. Doesn't seem to be possible to increase it anymore, even with this software. I then added MSAA X8 and that made the game's visuals much more appealing. I haven't tried yet, but you could try to use Reshade to improve the visuals further.

So, you don't need to replace the executable to run the game at 1080p. Just use this program which is easy to install, and now the game looks even better and you can do steam achievements.

btw you can use Alice Mod Loader that comes with Mod Loader to increase internal resolution to whatever value you want.

I've used dgVooDoo on some other games and can say that it works really well for old games.
It's probably a good idea to use it here ^^

I got it wrong and the internal resolution is in fact at 4K with dgVooDoo. It's just that the game's sprites don't increase in quality with resolution.

I also used dgVooDoo with episode II and performance increased drastically.
