Basically it's just a pretty good lap, works other more intensive games pretty fine, just this one strikes me odd.
Go to the Steam tab in upper left hand corner of steam\ Select Settings\ Go down In Game\ There will be a drop down tab labled In-game FPS counter, by default it's set to off, select a corner from the drop down, (I put mine in upper left) and you can choose high contrast colors if you have trouble seeing it in game.
This is exactly like it sounds it will give you a fps counter in game, you should be seeing 60 fps the whole time I think. I'm not sure if this gamespeed may be tied to fps it could be, but go play through a level, do you see fps drop from 60 at all? Maybe you see it's running a 30 fps which would explain 1 game second equaling 2.
Your car is plenty strong, but the issue could be this game is not automatically accessing it, you also have an integrated intel grfx card in there too, and the game could be calling that, whihc would certainly explain an increase in slowness.
So if you see:
60 fps the whole time, then the game is fine, maybe to slow for your likes (I think ep 1 is slower, ut super slow)
30 fps and it's staying the whole time, then you probably somehow have vsync set to half refresh, this you can fix in the Nvidia Control Panel.
other numbers like its bouncing around 47, 53 or what ever just it's changing alot, this could indicate the issue I used to see happen every once in a while on my old gaming laptop (RIP
