Of course this is one of the worst Sonic games ever, due to the what you said and more!
At this point, the most common-sensed thing to do is to completely redo all this stuff over, even through serious patches which turn this game into something more enjoyable and less frustrating.
While I do agree that one-shot boss attacks feel very cheap and a dumb way of increasing the difficulty of Trip's story, that wasn't the main issue I had with it - it's the constant waiting around and/or repetition as I mentioned above. I'd actually be okay with the one-shot deaths for bosses had they not taken forever to beat.
While I don't think this is a good 2D Sonic game, I don't think it's bad either - just whatever. That said, they definitely charged way too much for this especially compared to other 2D platformers that did a lot more to innovate and were sold for cheaper. I got Sonic Advance 3, a game that felt far more ambitious and innovative in just about every way possible, for even cheaper than this even considering I got this on a massive sale.
Of course difficulty is relative to the person playing. For me it was the Frozen Base Zone Act 1 boss in Trips story that made me nearly want to quit playing entirely.
