Report a translation problem
By the looks of things on SteamDB, they just delisted it from the store (and weirdly removed some of the store page information which was a bit redundant lol). So I think anyone who claimed it during those 24 minutes and 3 seconds should still be able to use it.
Can someone who claimed it before confirm either way?
The effects on the store and community sections is interesting. In my activity feed, the mentions of friends adding the DLC to their library are gone, but the reviews are still present. My own entry for adding it to my wishlist is still there, but it's been removed from my wishlist.
At this point I'm expecting that people who previously claimed it can still use it, but I'm seeking confirmation on that.
Edit: Just got it confirmed, people who claimed it before CAN still use those skins. So for everyone else it is still technically an incomplete product even on PC despite being a $60 pre-order.
Fairness to paying customers does not appear to be particularly high on Sega's priority list.
Some people think consoles won't be pirated, cheated, inoperable and have performance issues....I hope their message sources aren't just newspapers.

The stupid but realistic answer is that it's easier to hand an intern a bunch of store assets and the instructions "Make all the store pages on all the platforms for these" than it is to pay anyone to think about what's planned to be released where.
I mean heck they even removed it in a lazy way. They just deactivated the store page and then 150 seconds later removed a bunch of stuff like descriptions and screenshots from the store page that was already unavailable lol.
