The final boss can be frustrating, I get it, but that's the point. It's supposed to test you, a lot of his fight is about careful positioning and speed management.
It does not, and will not, take sloppy play as an acceptable answer.
Removing the OHKO attacks would also remove any threat or sense of challenge. Now, instead of being careful on relying on your skills, you just gorilla him because you can't die as long as you have a ring you can continuously pick up. This is something that sega knew back in sonic 2, which is why silver sonic + death egg had to be done ringless.
For as much as a crutch rings are for inexperienced players, they also double as a balancing nightmare for anything else.

While there is no checkpoint between the two phases of the boss, your emerald powers do regenerate. So you can use the emerald powers to get a few cheap hits with each phase to help.
Sonic 1's final boss also had one hit deaths due to having no rings, but it was hard in a way that's challenging but fun. I do agree that Sonic 2's final boss was also a bit frustrating, but all they would need to do to fix that would be to put a checkpoint after the Silver Sonic battle.
Besides for Super, I don't think any of the emerald powers can provide much help in phase 2.
i prefer an easy boss over a bad boss.
