No, he just stops tracking you after like 10 steps and I was stupid. Beat him with Amy then beat him with Sonic, it's easier the second time.
Keep at least 1 ring for it.
2nd phase you need to hit him 3 times and then immediately pop the avatar powerup to get the hit when he does the spinning death attack.. as the hitboxes are whacked for it.
The only other useful powerups are slow and bullet.
You can use these two to avoid the lasers and make the zero gravity section 100x easier.
The first phase you need to get lucky (some electric attack spawns are unavoidable and blue bombs either spawn okay, or in BS positions), but as long as you get to the 2nd phase with 1 ring and you haven't used avatar/slow/bullet, it is pretty easy to pull off.
For me, I used the avatar power after landing the 4th hit in the second phase. My Tails clones made quick work of the boss. (I see people saying 3rd hit, but I'm pretty sure it's 4th hit of the second phase, right before the spinning attack).
I spent a few hours slamming my head against a wall (not literally, though I'm afraid to admit I maybe was getting close...) trying to beat this boss the old fashioned way without emerald powers. But the way I see it, if the game is cruel enough to have weird hit boxes, rings falling through the floor, and no checkpoints for an 8+ minute fight, then anything goes.
