Continued annoyance at lack of rule clarity
So an enemy force moves into the "main" region of one of my cities (the original region where the Gathering Hall is). I have a considerably larger force present there. Yet no battle has started. Turns out that they have offered peace on this turn. I am not sold on the idea that this prevents them from getting locked into battle, but okay.

But then I go to set crafting in the Gathering Hall, and nothing can be done because this region is "occupied." Huh??? It's one way or the other. Either war is paused for a turn under some truce for a peace proposal, or it isn't.

Similarly, I have noted that if I have a unit fortifying and on that turn get attacked, the fortifying order is cancelled. But if an enemy unit is pillaging and gets attacked, the pillaging order stands.

On the surface of it, both of these are really annoying inconsistencies. But I wouldn't mind, if this were based upon documented rules. But that is not the case. Simultaneous moves sounds like a good idea, but it raises a fair number of rules questions, and there really needs to be clarity as to how these rules are applied.

I have an assumption that pillage happens before movement into a square to allow units to damage cities without being spammed by low cost units. By the by you still gain the fortification strength bonus for the first round of combat, I am not sure for other rounds.

I do think it feels janky how crafting if prevented for 1 turn beyond a won combat.

The simultaneous turns make zero sense and are basically just hacked together. For example, if your unit is moving out of a region while an enemy unit is moving in, does the enemy catch your unit? Who knows. The game refers to an "Initiative" stat in several places, but such as stat is never shown anywhere.

Furthermore, sometimes I'll move a unit far away from a pursuing enemy in an unpredictable direction, and the move will go through, but the enemy still catches me and a battle starts in my new location. How did the enemy manage to predict where I would go? It happens too often to be a coincidence, so I believe the AI either cheats, or there's some opaque system where an enemy targeting your unit can follow the unit into a different region.
