I remember another game that came out this year that had no russian localisation / access.

The reason given was it is currently extremely difficult for the western world to hire in russian professional translation teams for games.

Perhaps it's something like that

Then it isn't clear what you are asking for. The game has russia in it, has russian localisation and is sold in russia.

The game is not sold in Russia. There are other countries that predominately/largely speak Russian, like Ukraine, and the game is sold there.

Microsoft isn't selling any games in Russia currently for whatever reason.
