1.1 Is compatible with older saved games!
That's nice. One thing that's mildly annoying in the National Economy screen is that it does not sort things by city. Oh well, you can't have everything!

It's not really compatible, just like previous patches weren't. You can load your old saves, but they will still follow the same rules as when you started those saves. Some of the new UI features work on old saves, but you can't upgrade units for example, and none of the balance changes apply, nor do the new amenities.
