I agree it is not easy to get access to new resources later in the game - ARA could benefit from incorporating Millennia outpost concept. On the other hand, it is perfect RP initiative for waging a war, so I wouldn't want to have resource cost to be waived. It is already doubtful design choice to allow goods to be produced without any resources (books with no paper or steel with no iron).
I 100% agree, but they kind of designed themselves into a corner with this one. From an RP perspective I just pretend all nations have very small amounts of every resource available, but nations with larger and more accessible deposits are able to exploit those deposits to dramatically boost production. 🤷♂️
i play with Ceasar-Rome Map with 2 continents "normal" difficulty -
have seen 1x Oil and 2x Gas -Spots now
