Probably because Zenobia is aggressive. Aggressive leaders are tricky to make friends with.
the game could do a better job of telegraphing these traits and how they affect diplomacy on the diplomacy screen then
Unless your in military/research alliance i don't think they really get anything from you. and even trade between nations is very small when compared to either sides domestic production. get one item over 4 turns but both sides could be making 4 per turn.
In my game i declared war on a AI player that was close to me and raised 2 cities. The reason i wanted 1-5 regions that they had already claimed. Even though i was firmly ahead of them by margin of 40% in term of prestige (me first them second in ranking)
I my last game, Zenobia was fighting with all my neighbors, but cozied up to me and asked for trade and research agreements. This culminated with her eventually asking for an alliance (which I accepted), and then slandering me 2 turns later then declaring war on me. I literally went from 100 relationship to 0 in about 3 turns, for no apparent reason.
It's interesting that I see a lot of people complaining about the same leader though. Maybe she does have some kind of "paranoid schizophrenic" trait that's not visible. But I'm more inclined to think it's a bug.
I think the relationship with the game can improve but it needs time.
Definitely felt like some sort of bug.
