Deferred Tribal missions - How to complete?

Some Tribal missions (like providing a Spearman) give you the option to defer the completion of the mission. Once deferred, the mission shows up with a count-down timer in your Empire Goals Tab.

How do you then complete the mission once it is deferred? In my case a nearby tribe requested a Spearman, which I didn't have. I later built a Spearman but I couldn't find anyway to then compete the Tribal mission - which is just sitting in my Goals tab.

Please help!

They’ll pop back up again after several turns. But be ready, because if you still don’t have what you need, you’ll have to take the “bad” option. You can only defer a given mission one time.

I have a mission which has no count-down times,It just shows up in the Empire Goals Tab,but never pop back up again.It want me to have two swordsman,is this a bug?
