Why can I only build 1 less than city cap amount of cities?
Title says it. Currently I have an Empire government, but can only build 7 cities, Before that I had a republic but can only build 5. Looked at all the modifiers but nothing there that indicates why. I have the 8th settler built but tool tip say I can't use it to settle because of city cap is already reached. Weird!

My theory is that whatever code they have that checks for 'too many cities' (which shouldn't be a thing anyway, that's what the happiness penalty is for right?) may not always turn back off once it's been triggered by reaching your current cap. I saw the message when I built an extra settler under a republic and it just never went away after.

UPDATE: Several turns later and it seems to have resolved itself. I didn't do anything in particular between the above and now. Still can't settle over the cap, but I suppose that can be explained.

We’d love to get a copy of your saved game so we can take a look at this further.

Step 1: Open Windows Explorer by pressing Win + E on your keyboard.
Step 2: Click Documents from the left pane to open this folder. You will see a folder named My Games and just open it.
Step 3: Find Ara History Untold and click it to open, then the Saves folder can be located, which contains all the game save files.

I think one of the civs builds one less city than normal. Belgium? I don't remember offhand.

Belgium can build the same number of cities, they just get a relationship bonus with nations who have more cities than Belgium.

Playing as Spain and its leader attribute modifiers have no such penalty.

Might be a bug.
My city cap is 8, I only have 7 cities, but "settle" button is grayed out on my Settler.

I had a similar issue and unfortunately I don't know whether it was a bug or some sort of game mechanic

I had the same problem, but attributed it to having 2 palaces (one from assimilating an enemy city). I think you are limited to one palace giving you a city cap bonus.

Even if that were true, the pop-up on the city limit *does* list both palaces with a plus 1

try a quick reload when that happens, it may happen when a setter of yours was killed while trying to establish a city and the game hasn't updated it since then

Displays as 10/11

Settler button is grayed out and says City slots limited by Government.

I have this same issue with a cap of 7 and 6 cities. The only recent change was the palace being added, perhaps its the palace that is bugged?

Try a quick reload. This fixed the demolish button being greyed out for me, maybe this too?

reload didnt work. Tried deleting the settler and buidling a new one too, tried changing governments too. Nothing worked for me here. Possibly my best bet is to take another city from an enemy civ for this playthrough

same problem. empire cap 8 + palace and nemut dag. and the icon greyed out after i built the 9th city

Have a similar issue with Republic then Democracy government. One of my settlers got killed on its way to found a city. Build a new settler unit, but it can't found a city even if I still am one city away from cap.

This happened to me a few days ago. City cap 6/7, option to settle greyed out on settler.

My guess is that a neighbor took a city from me, when I was 7/7, and the game still counts it as mine somehow? Not sure though.
