What GPU you running by chance?
Not all developers do this. I love what I see with this game in terms of new ideas, engaging the gaming consumer with systems and mechanics with a real attention to detail. I personally love it.

Why is my GPU screaming like a hog being dragged to slaughter in a TBS game...
It is a RTX 4080, with plenty of airflow which doesn't even spin up on Homeworld 3, Starfield or any game I have ever played... (3440 x 1440, 120Hz)
I think the issue is with the frame limit setting. I don't think it is working as intended since the GPU is hitting 100% utilization, which is practically impossible.
Noise makes it impossible to play.
Anyone else having issues with utilization?
I can't play it this way. So, on to something else for now.
Having said that, I was rather enjoying your foray into the 4x genre. I'll continue to follow the game and most likely come back when things get more stable.
You don't have to, in Windows 11 you can disable Auto HDR on an App by App basis.
Just go to "Settings -> System -> Display -> Graphics -> Custom options for apps" and you can disable Auto HDR in the Options for each App individually.
