I have not gotten past Act 1 so I don't know if this changes in the late game so we can combine even more units. So I guess it depends on what YOU define as an "Army".
If you move them to the same region, they will work as a single group.
That is not remotely viable. Multiple individual units in a "stack" still count as individual armies for various mechanics including the army limit.
The unit/army system really needs some improvements, probably as a fairly high priority. Upgrading, merging into battalions, swapping units between battalions, etc. Disbanding and build then deploying new units should not be the solution. How battalions deal with hunting predators also very much needs to be adjusted, as it's comically ridiculous at the moment.
