Either way, if you have another input device in your system but aren't actually using it, unplug it. Additional joysticks and such can cause problems with W7 at least, maybe others. I gifted a friend a game and he complained about the same issue. He solved it by unplugging a joystick he had just left connected. I plugged in a wired controller and it picked up on it and switched to using it automatically.
Depending on the Windows version you might need to check the remove software/hardware manager and see if some older driver is still hanging around. This wont matter if you have only ever had that keyboard/mouse combo connected though.

From the developer in particular?
I have never had any gamepad or other peripheral plugged in, nor have I had any hardware drivers aside from the obvious (GPU, chipset, etc). I tried unplugging the webcam then starting the game back up. Same problem arises, made no difference.
This is a desktop.
This also fixed my issue with Hitman Absolution.
