Solution for starting, loading and running Sleeping Dog's
I had the same problems as most of you! Here is my solution:
Follow the help in Steam Support
https://support.steampowered.com/kb_article.php?ref=6301-SGNM-6548

Well, this does not help but after going to the next folder DXRedist and running DXSetup inside Steam\SleepingDogs\redist\DXRedist my issues have been solved!
...\Steamapps\common\SleepingDogs\redist\DXRedist (I belive DXRedist is the correct folder name but there is only one folder in redist)

I am running Win7 (XP Sleeping Dogs will not run) with brand new RadeonHD 7870 OC (driver 12.8)!

Tried this and it still didn't work. Sometimes the game runs for 5 minutes before closing to desktop, other times I get hkship.exe or my computer crashes to a blue screen. It's completely random.

Ive done that before, these are the same solutions, wich where brought by other users weeks ago and didnt help me.What about other german users?Because i just get to the starting screen and need to get back to the deskop with ctrl+alt+del.after that, a window pops up saying, that this application isnt available in your country.i allready read, that the german release takes more time, but i would like to know how much time the developers need.....or if anyone knows other solutions...

Fix:
* go to the folder Steam\steamapps\common\SleepingDogs\redist\DXRedist
* If you use 32bit Windows use: Jun2010_d3dx11_43_x86.cab
* If you use 64bit Windows use: Jun2010_d3dx11_43_x64.cab
* put the contents of the correct .cab file in the SleepingDogs folder where HKShip.exe is also located.

Start the game and enjoy

dx is abbreviation for direct x i mentioned it in other forums but no one wants to listen they think if it's not working then it's the game's fault but it's not it's the operator sleeping dogs won't run on direct x 9 the minimum is direct x 10

I agree, it's an issue with Win7+DX and not with the game.

Directx is automatically installed with Win7, when the game launches the DX setup it thinks it's already installed and does nothing. But in fact the .dll's are nowhere to be found. Even when you run the setup manually, it'll do something and reboot your system but it simply won't put any .dll's down.

dx 11 will be installed but if the video card doesn't support 10 or 11 the game will not start
u will get a hkship.exe error

or this

Maybe this link will help you know if your PC is using both the processors.
If it isnt, you have to enable both the cores in the BIOS.
I did that and now the game is working fine for me.Let me know if i could be of any more help.

Neither solution worked on the frozen loading screen. Thanks for the attempt, though.
