although this have been asked before, let me try to explain this again;

this is caused by DX11, since dx11 technology isn't done yet, there are so many bugs (hardware, installation, software, memory etc), while Sleeping Dogs has no option to disable it, we had to err.. "fix" it ourself.

first of all to do this, you must exit steam (logout)
now, depending on your OS or how you install the games, USUALLY (more like commonly lol) you have to go to (on your file explorer)
Program Files (x86) > Steam > steamapps > common > Sleeping Dogs > redist
within redist folder, delete these 3 files: D3D11Install_2010.exe, vcredist_x86.exe, D3D11InstallHelper.dll
once deleted, go back 1 folder behind at
Program Files (x86) > Steam > steamapps > common > Sleeping Dogs
and delete these 3 files: HKShip.exe, d3d11.dll, dxgi.dll
once its done, start steam.
select sleeping dogs in the steam library, right clicked it for Properties,
on the Local Files tab, click the Verify Integrity of Game Cache

once done, the game should run with no problem.
however, this is only a fix to run Sleeping Dogs.
the fact that DX11 is still buggy as hell, there are chances when you add DLCs, you "may" have to do above steps again

if this does not solve your problem, do get back to us again :f2_happy:

Worked, thanks

Just like BRINK. This crap is completely unplayable after purchase. Bought that BRINK POS and it never launched either. Tried everything with it as well. No matter what "fix" is posted, this MUTT is never going to hunt. (i7-965XE 3.2gHZ, 12GB Ram, AMD Radeon HD 7770, AMD Catalyst 13.10, Win 7- x64). So Bethesda and Square ENIX make two companies I will not buy from again. BOO to Steam for offering this junk without warning of the potential issues.

how about if

logout steam, delete "appcache" folder inside steam folder, relog steam, calibrate Sleeping Dogs

give it a go and get back to us whether it is working or not :f2_happy:

Been having the same issues and no luck for me as well, though I did notice that some of the files listed above were not in my sleeping dogs folder:

d3d11.dll, dxgi.dll

I have already verified the integrity of the cache and it does not add these though it will add the rest upon deleting them.

running windows 8 (64 bit)
athlon x3 450
HD7770

also i noticed that the D3D11Install_2010.exe file does not execute when clicked in the file folder. this was suggested in the steam support for this game as a fix (the manual install of it). possibly linked to the lack of the d3d11.ll and dxgi.dll files?
