there is possibility, that actually there is a sound, but it is too low you barely hear it.
usually this happens when you set your SYSTEM SOUND too soft.
sound setting in PC is not synced (which is stupid btw), that is why if you set your windows sound too soft, yet really high on your realtek or dolbi or any other similar drivers, certain games only read the sound setting from the windows alone, which unaffected from your "other" sound driver.
so it is best for least annoyance sounds drama,
first, put your game sound option to all 70% (music, se, dialogue), then
put the system sounds on 30 or 40 and never touch it again. then check your speaker/headset volume, and set it to 50%. after that adjust your "other" sound driver setting to 50% (if there is any).
once its done, everytime you want to adjust game volume, do it from in-game sound option AND your speaker/headset volume.
I had this problem (not with sleeping dogs) but in my case, the sound was too loud.

gone back to no sound as in just no sound or your system volume reverted back to 50%?
are you using a soundcard?
(moar infos would be better, less trial & error, or headbanging to the wall lol)

Try this: Go to the [advanced] section on your Audio unit, and try a lower quality setting, maybe below 24bits.

please do not select quality over 24bits,
unless you are really doing a recording in music business lol, because windows & games does not gives sound quality over 24.
no hardware issue here. it is more on "settings" issue
I'm hoping it doesn't turn out to be something obviously simple that I end up feeling stupid afterwords, but really at this point, I'm willing to look stupid if I could just play the game with some sound if you know what I mean.
but dont hastilty reinstall windows because thats not the problem,
also it is not your soundcard.
btw,
motherboard also has onboard soundcard.
did you install the driver?
because, if you installed onboard sound driver AND your souncard driver, it will conflict.
if you do, to be safe, plug out your internet cable,
unisntall your soundcard driver & software, restart,
uninstall your onboard souncard (realtek), restart,
reinstall your soundcard driver
I'll probably just end up putting this off until I do a format later this fall/winter. It'll be easier to troubleshoot then (if needed at all) without all the added software and drivers that gets installed over time.

just wondering, did you turned off power from your PSU ?
sometimes, motherboard could get errors (rarely), and it could be solved by simply restarting your PSU (turning off power completely for the mobo)*
*often found on "missing" ethernet
