For those with Fullscreen Issues
If like me it appeared that you couldn't switch to fullscreen in the ingame menu, this fixed mine.
In your game folder there is a display.xml file, just open and manually change fullscreen value to 1. I'm running 1920x1080, 2 mons, GTX670.
Also there was another thread here which said turning off teamviewer works as well.

this is so unhelpful I can't even believe it

worked for me man. 1st long cut scene will drop you back into window mode, from there when the game kicks in, you can actually use ingame menu to go FS and it sticks.
Everyone has different probs mate, if this helps someone with the same prob? Great. If you don't have this prob? No-one cares.

Don't need to turn off teamviewer just toggle off the 'Quick Connect Button' should do the job

Another guy said toggle res to 1366 and then fullscreen then go back to whatever, but he said he had to do it every game.
Just trying to get a lot of solutions in one place for people, because if you google it, it's a pretty widespread problem with this title.

I ran a search & found "DisplaySettings.XML"

It was already set to <Fullscreen>1</FullScreen>.

edit: Found that the cause, (only for Sleeping Dogs!), as above was Teamviewer. I use this remote access software for work and remote support on my kids computers etc. Once it is logged out or shut off SD will go to fullscreen properly. This is the only game to have this problem.

Just found a fix for me, thought I should share.
Apparently Sleeping Dogs don't play nice with multi-monitor software. I use DisplayFusion. Disabled it and was able to go fullscreen easily.
