It was already set to <Fullscreen>1</FullScreen>.
edit: Found that the cause, (only for Sleeping Dogs!), as above was Teamviewer. I use this remote access software for work and remote support on my kids computers etc. Once it is logged out or shut off SD will go to fullscreen properly. This is the only game to have this problem.
I dont have Teamviewer installed, and i still cant play in fullscreen. got any ideas?
Apparently Sleeping Dogs don't play nice with multi-monitor software. I use DisplayFusion. Disabled it and was able to go fullscreen easily.
revisting this game and this fixed the fullscreen issue for me, as i am using the same software.
