Ive had that happen to me with countless NPCs in this game, ty for the info, i will definitely be careful... when it happened the last few times i had the feeling that it could have the potential of ruining... idk... something important... Now you've confirmed it.

In my opinion the whole DLC is just waste of money, it's easy and badly designed (or bugged as hell).
Most car chases start with the suspect either coming from behind you or driving straight at you making them extremely easy to stop by shooting the tires. Then you beat up two guys and catch the third.
All robberies are just basic shootouts in small quarters and chasing the last guy down, and he is very slow so it's just too easy.
Sniper missions are way too easy also, only difficulty seems to be with approaching the guy who gives you the weapon, and that's because of the bug described above.
These are the three main mission types, there are couple of variations, but they all are basically the same and repeated ad nauseum.
Strong Don't Buy.
Basketball court: I parked the van right next to the spotter, then walked past the spotter (holding shift so I wouldn't jog), then walked up the stairs. That allowed me to talk to him.
Docks. Instead of driving up next to the spotter, I drove to the right and parked behind the two stacks of cargo containers. I then was able to walk (holding shift so I wouldn't job) up to spotter from BEHIND so that he wouldn't see me. That let me talk to him and finish the mission.
So I ran up to him and just mashed the interact button (I remaped to 'e'). It works for me, but I don't know if it will for anyone else.
