Report a translation problem
The story and characters are interesting, sympathetic, and engaging. They have depth but are relatively easily approachable.
The city itself is beautiful, especially on a good-to-great rig (seriously: reflections). The amount of detail added to the city streets is breathtaking regardless though, and it genuinely feels like a city because of this.
The combat is extremely satisfying and, barring certain enemy types that use annoying quick-time events, relatively free of frustration.
Gun play is passable once you realize that it's a cover shooter and really, really not meant to be played out of cover.
Driving is pretty fun, especially the motocycles, but the cars are pretty good too.
Mostly people complaining about the game have either encountered serious bugs, couldn't get the hang of the counter/combo-driven fighting, or struggled with extremely cumbersome KB/M controls (something that to the best of my knowledge has been remedied through patches).
If it's cheap, there's not much your likely to lose. At worst some combination of your hardware and its software will prevent you from playing. At best you'll experience the sleeper hit of 2012.

the car chases in this game are amazing! I hope gta 5 steps it up, this game sure did!
the car chases in gta 4 dont compare, and im a HUGE gta fan, its more "realistic" than Saints row and just cause, but not as grey and depressing as gta 4 was. Decent story, but the cars and knees to the face is what makes this game great :P

But yes its one of the best games ive played in years, only about 15 hours of story but i loved it, all the characters were interesting and the game looks fantasic on a good gaming rig. Especially in eyefinity!

The detail they put in this city is astounding and if your rig can handle it, don't forget to download the High Res Texture pack DLC which is a free download. I have this game running full tilt with all options at 1920x1080 with the 3D tweaks to my liking and this game is a looker. The voice acting is another strong part of the game and the mix of chinese dialogu throughout the game makes it thematic with the Chinese theme. Spend time over hearing the random conversations....LOL
I say buy it at the sale price $9.99, definitely worth it.
The short answer: Buy this game. It has a fantastic voice acting and script, and one of the best cop stories I've ever played. The jackie chan and bruce lee style hand to hand combat is awesome, driving and racing is awesome, shootouts are awesome. I would not give the game a perfect score, and it definitely has its flaws. However, the flaws are so minimal compared to the awesomeness. The majority of the complaints I've read are either completely bogus ("Takes too long to walk" - seriously? STEAL A CAR!) or they haven't done their research (no fast travel? hello taxis). The one thing that is annoying is the camera while driving in reverse, it becomes hard to see. Download the camera mod to fix it.
The melee combat is quite fun (if a bit goofy, like how Dim Mak is handled...). Firearm combat is probably the closest I've seen to what you might see in a John Woo movie -- acrobatic and lethal.
The writing for the main plot is quite enjoyable, as is the voice acting. There's a fair bit of variety in the main quest.
The driving is iffy (camera controls, especially when reversing, are dodgy) and motorcycle driving is a bit twitchy (maybe better with a controller than a mouse).
Replay value is fairly low once you've finished the game, as it wasn't designed with alternate solutions or strategies in mind and it's not going to generate oodles of random quests for you (less sandboxy than Skyrim, say, in the exploration aspect; you're much more railroaded in tactics than, oh, in Deus Ex:HR. You're not going to find that enemies are generally avoidable by finding a sneaky route, for instance... and you're definitely not going to do a pacifist run).
