In the beginning I was a bit concerned that Sleeping Dogs was just a "more serious" Saints Row. After a while, though, the story missions started going nuts and the atmosphere started kicking in. The formula for finding missions and activities is very similar, there was a bit of humor here and there to lighten things up, but it didn't feel like just more the same with a different skin.
Mafia 2 was so story-based that the side activities didn't matter at all. I whipped through it in no time and, while it was enjoyable enough, I was ready for it to be over. Saints Row the Third was so activity based that the story didn't seem to matter. I didn't last long enough in that game to get through one play-through. Sleeping Dogs seemed to have the right mix, and after the story is over you can keep playing if you want to, and I pretty much want to.
I think everyone goes through a phase in the GTA games of just going totally off script for a while and just seeing how far they can push the engine to do straight out mental things (that's at least half the fun of all the GTA3+ games!). The thing of it is, JC2 actively rewards you for going it alone; steal a car, shoot a load of militia, they send in helicopters, use the grapling hook and steal the helilcopter, start shooting up entire cities... etc. And the game REWARDS you (with chaos points which unlock more in game stuff) while you're doing it!
So for me, JC2 by a whisker (over Sleeping Dogs). I think Sleeping Dogs is a tighter game with better acting, better and more varied missions and graphically it looks amazing (if you have the grunt to handle it). But I think JC2 just finds the gaming hooks in the "open world" setting and provides more fun. I've put countless hours into JC2 and I doubt I've even scratched the surface of the story/missions. I rarely go looking for them, I know they are the map but I just have to much fun loading the game up and going on a crazy adventure which will sometimes accidently lead me to a mission.
I haven't played Mafia 2 (although I might check it out now you've mentioned it in the same company as the other games).
