I have tried downloading the .dll file and still nothing :(
Also, I cannot run the d3d11 installer from the redist folder, so that's a no go too...

I'm used to having issues like this, especially having an ATI card, but i've never hit this much of a brick wall trying to find a solution.
Extra note, while thinking the fault was due to the 91% sale, I tried the game in offline mode, lasted a teeeeny bit longer but still froze, crashed and wouldn't start again in offline as it kept trying to finish the installation process.
I don't know what to do, I think the game is awesome and it made me wonder how GTA 5 would compare to that, 'cause "kung fu-ing" people to death feels much more satisfying to me then shooting them, but as it is right now, all I hope for GTA 5 is that it works! XD
Tried all the OP "solutions" and it didn't changed anything...if anyone knows a real solution, please, keep us informed.
Meh...I think I'm gonna try to do the missions as fast as possible, at least to see the story, and whenever they fix the game/I fix the problem, I get the DLCs...
I've decided to message support and ask them nicely to not just tell me to ask the developers, like they have done every other time I've contacted them.
"installscript.vdf runs D3D11Install_2010.exe if Steam detects that you're running Windows Vista. If you're not running in compatibility mode and you're sure you're not running Windows Vista, this may work for you:
1. Open regedit
2. Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Valve\Steam\Apps\202170
2a. If you're using a 32-bit version of Windows 7, you'll find it at HKEY_LOCAL_MACHINE\SOFTWARE\Valve\Steam\Apps\202170 instead.
3. In this key, add a new DWORD value. Set the name to DirectXCheck and the value to 1.
This should skip the DirectX check."
