I have no reason to doubt you. But there might have been a glitch in your particular case that got you all the DLCs. What we should wait for, perhaps, is for someone else to come forward and testify that what happened to you happened to them as well. Then it would be extremely unlikely that this is just some glitch in your particular purchase, and more likely that this is some oversight on Steam's part that will apply to all purchasers of the "Sleeping Dogs Collection".
I guess what I'm saying is that I'm not sure others should rely just on your single experience here, when making their purchase decision. They should wait for confirming evidence that this is a more general phenomenon. I have every reason to think you got all the DLC, however! That's cool!

- the $8 collection does have all the dlc, but the store doesn't list it all for some reason.
But let's say they *don't* get all the DLC, and instead get what's officially advertised on the Steam page, and so they're missing the DLC above. Well, given the 80% sale, that missing DLC can be purchased separately for only $5.31:
Deep Undercover .59

Gangland Style .39
GSP Pack .59
Law Enforcer .39
Martial Arts .59
Nightmare in North Point 1.39
Police Protection .59
Square Enix Character .39
That will make their total $13.30 ($7.99+$5.31). Yeah, that's $2.32 more than the $10.98 route above, but it's only $2.32!
So that's the risk you take if you buy the "Sleeping Dogs Collection": if you get all DLC (like Claíomh Dorcha did), you will have saved $2.99 (you spent $7.99 rather than $10.98 for the same stuff). But if they *weren't* included, buying them separately only costs you $2.32 more than the $10.98 you could have spent (a total of $13.30).
So buy the "Sleeping Dogs Collection" for $7.99 if you don't care about possibly forking over another $5.31 if it doesn't work out.
(The complexity of my posts are, of course, a wry, ironic commentary on the state of DLC in the games industry today!
So, unless some Square Enix rep reads this thread and reports it to Steam to motivate a correction, I guess everyone is good to go :-)
Nothing to do with Steam. It is the COMPLETE Collection. Square Enix just forgot to update the store listings, that's all!
