Go for youtube, there is over 3 hrs long video with all radio tunes with playlist, no need to grab/rip it from game :).

Youtube always has games soundtracks. It's way easier to extract from the game files directly if it's already in some mp3 format

I remember GTA had OSTs in .wav format but it was a long long time ago. Todays games are packed in some strange files. It's just not worth the effort if you can just save whole playlists from YT and be done with it.

I know I'm kinda late replying here but here it is.

Download WWise Unpacker from GitHub and extract the folder to your location of choice. Then browse to wherever you have Sleeping Dogs intsalled and browse Data/Audio/HK. Take the SFX.pck file and place it in the Game Files folder within your WWise Unpacker folder. Then just run either of the Unpack batch files.

I recommend unpacking to OGG as unpacking to MP3 first encodes the original files to OGG and then to MP3. When it's finished it'll ask whether or not to delete the PCK files and then just click any button to exit. You'll find your files in either the MP3 or OGG folder.

SFX does include more than just the music so you'll have to sort through the results to get what you want and rename it (there's around 9000 files). If you want any of the dialogue that's in the other PCK (English(US).pck in my case, this one is about 42000 files).
