After that you have a mission called "Vendor extortion" followed by "Susan's lunch" favor and finally "Night market chase" mission. You will gain ability to enter free-roam mode and also be able to save manually at any time right after "Night market chase".
Overall, maybe 30 minutes until you're free to do almost anything you want.
There is no online free roam in Sleeping dogs. If you're interested in something like that, try applying for Triad Wars beta. Only online thing about Sleeping dogs are leaderboards for various stats, missions, races and all sorts of mischiefs.
