Some users have problems with launching Ubisoft games through Steam. You could try restarting your PC or uninstall and reinstall Uplay.

The laptop you are using doesn't seem to have a dedicated graphics card and judging by the processor, it is a energy efficiency-oriented light device. The letter U next to the CPU model means it is a ultra low voltage device, that is not designed to run well with games.
Some titles may work fine but not all of them.
You can try setting you Windows profile to maximum performance, disable all background apps and processes to free as much resources as possible, however, we may not be able to fix it for you.
