Report a translation problem
This should happen once one of your assassins is ready for his final assassination mission (reaches level 15). If you level up multiple assassins at once it might be confusing like it was for me because only one of them becomes unavailable at a time (although I did have 2 unavailable temporarily at one point until I quit and restarted).

I can see you've mentioned restarting the game in your previous reply - did the issue resolve after doing so, or does the unavailable assassin persist?
