I followed the directions and it fixed both my issues. Thanks to both Basan and Tiger199835.
the 360 one doesn't want to work at all and the xbone controller has messed up keymaps and always shows keyboard buttons
I understand the troubleshooting you've tried already hasn't solved this, Fine - that's really unfortunate! As you'll know, we can't guarantee that third-party gamepads will be compatible with our games, but I've still got some ideas that might help.
Can you make sure you don't have any other unnecessary peripherals plugged in? This includes any other gamepads, flight sticks, or VR hardware. It has been observed that these other devices can interfere with a game's gamepad detection, so please (at least temporarily, for testing) disconnect them.
Please also see the troubleshooting guide[ubi.li]. In particular from the guide, please make sure you are running the game with administrator rights, you've verified the game files, you've got your Windows install fully updated, and you've (at least temporarily, for testing) deactivated all background programs (particularly any rebinding or hotkey programs).
If none of that works, a workaround I've had a lot of success with is using Steam's Big Picture Mode to essentially fake an official Xbox gamepad in the settings. Here's Steam's Big Picture Mode guide to help with that. Since this isn't an official bit of support we give, I'm limited on what specifics I can share about this sort of workaround, but Steam themselves may be able to give further insight if needed.

the issue isn't just with third party controllers, my official xbox one controller has the same problem.
admin mode didn't fix it.
disabling background programs didn't fix it.
windows is fully updated.
I don't have any other "peripherals" whatsoever.

Have you checked your Steam settings too?
If you go to Steam > Settings > Controller > General Controller Settings > Toggle Xbox Configuration Support On / Off and let us know there's any changes at all.

I understand your Xbox One gamepad hasn't worked either. To be clear, the only gamepad we've fully tested and specifically recommend for Revelations is the Xbox 360 gamepad - we've got that one listed in the system requirements.
At this point, we've exhausted such troubleshooting as we'd usually recommend. It's possible that we may have been able to suggest some more specific troubleshooting after a look at your system files, over on our support website - if you'd like to go ahead with that process, I can recommend our system files support article[ubi.li].
However, in this situation, I'd personally have gone for workarounds such as using Steam's Big Picture Mode to fake an official 360 pad out of your offbrand one, or similar methods of emulating the gamepad we specifically recommend. Again, to be clear, this isn't officially what we recommend, so I'm unable to give specific instructions, and I can't guarantee it'll work. Other members of the community may be able to give further insights, and there's the system files process I'd mentioned above as well for further official support.
