Report a translation problem
First, update UbiConnect. Next, launch AC: R just to see if it requires access or not.
In my case, it asks to re-enter the password and fails to log in telling me to start the game offline.
Now go to the UbiConnect launcher, "Settings" and click on "Go Offline" (I'm Italian. I only translated from my language, IDK the exact name of the option).
Start the game. It works, wonderful!
Close the game. Go to the UbiConnect launcher and set it online again.
The launcher MUST REQUEST to login. If not, close it completely and restart (online, of course).
Once you have re-entered your account information (user and password), try starting AC:R.
It should now work online flawlessly.
For DLC content, you need to go to the "EXTRA" option and the "Insert Code" section. You must enter all DLC codes ONE BY ONE and MANUALLY. Fortunately they are only 3 :D

My troubleshooting: I launched the UPlay store from my computer (rather than launching the game from Steam) and found that my computer was no longer in the trusted devices list. I had to use 2FA to add it to trusted, so I think the problem may be Ubisoft Connect did not handle 2FA so the trusted device process could not proceed. Amusingly, I was able to launch The Crew 2 just fine the whole time this was going on. Once my computer was trusted after authenticating on UPlay itself via 2FA, I was able to launch the game, put in my PW and log in, and it worked just fine.
After a shutdown it was back to not working, so I tried the offline mode and tested if that works through a shutdown, and it does. However, now Crew 2 won't load becausee I'm in offline mode and going back into online mode triggers 2FA verification of my computer.
I wanted an answer that would persist through shutdowns and work for online and offline games without me having to fiddle with it constantly, so I tested reinstalling. Before uninstalling, I was on Ubisoft Connect version 58.0 (installed in November 2020). The uninstaller by default does not uninstall games or delete local saves (there's checkboxes that are unchecked). After reinstalling I had version 124.2.10565. I logged in, confirmed I was online, confirmed Crew 2 worked without issue, then shutdown and rebooted.
Upon startup, I launched ACB and it again prompted password and is back to "Service unavailable." I again opened Ubisoft Connect and went offline mode, which worked, going back online again required 2FA again, and so it seems the only way to get ACB to work is to go offline and if I do that and want to play an online game I have to go through 2FA again. Therefore the only way for me to get both offline and online games working is to launch Ubisoft Connect, go offline, go online, verify my PC with 2FA, then everything works fine until I reboot.
So that's the workaround, but it is incredibly frustrating and hopefully Ubisoft does something to resolve this somehow. I could also disable 2 Factor Authentication on my account and it likely would stop getting service unavailable and work fine from then on.

I'm really tired of having problems with this game, first CD key, then offline mode ... I hope this was the last problem and can play it in full.
